Education

Purpose: To provide the NWCA membership four (4) educational opportunities each year with a minimum 10 hours of training at each
session, as required by Nebraska law.


Duties:

  1. Schedule spring and fall training dates with the college.
  2. Schedule Annual Conference
  3. Schedule NACO program
  4. Develop programs and contact speakers
  5. See that programs & tests are printed
  6. Provide news article for NACO magazine and NWCA newsletter following each training session

Mapping Standards

Purpose: Develop mapping standard in the state that meet the minimum requirements of the North American Weed Management's
minimum standards.


Duties:

  1. Bring Nebraska's mapping standards up to date with NAWMA's minimum standards
  2. Develop, maintain and continue to expand the Weedmapper on line database system (neweedmapper.org)

Weed Free Forage

Purpose: To promote noxious weed free forage in the state and to provide training to the NWCA members on the North American
Weed Free Forage program requirements.


Duties:

  1. Work on promoting the wff program in the state
  2. Provide training to the membership
  3. Work with Farm & Ranch network on developing a marketing program
  4. Provide news article for quarterly NWCA newsletter

Public Relations and Newsletter

Purpose: To promote public relations efforts to the NWCA membership. To provide news releases on NWCA activities to the media
and the NWCA newsletter. To develop and coordinate Noxious Weeds Awareness Week public relations activities. To assist in
a quarterly NWCA newsletter


Duties:

  1. Publish releases in each respective award recipient's county paper
  2. Arrange for photos to be taken of award winners
  3. Publish news releases on activities concerning weed control
  4. Coordinate Noxious Weeds Awareness Week activities
  5. Inform the members on public relations scrapbook
  6. Publish a quarterly NWCA newsletter
  7. Arrange for signing of Weed Awareness proclaimation by the Governor.
  8. Complete other Public Relations activities agreed to by NWCA Board of Directors.

Legislative

Purpose: To keep the NWCA Board of Directors and general membership aware of weed control issues and to provide direction in the
development of uniform and effective state weed management legislation and regulations.


Duties:

  1. Serve on and testify at legislative meetings, hearings & committees.
  2. Help write legislative bills effecting noxious weed control
  3. Report to general membership at the annual business meeting
  4. Report for NWCA newsletter (quarterly)

Research and Biocontrol

State Display Committee

Purpose: Oversee the organization of the NWCA Displays and the State Fair Booth.


Duties:

  1. Design displays for the NWCA Booths.
  2. Schedule workers for the fair
  3. Select a motel and make arrangements for fair workers
  4. Submit article for the NWCA newsletter following the event

Husker Harvest Days

Purpose: Oversee the organization of the NWCA Displays and the State Fair Booth.

Web Page Development

Purpose: To design and operate an association web page that will benefit those interested in noxious weed control practices in Nebraska and surrounding States.


Duties:

  1. Design the NWCA Web Page
  2. Update the Web Page on a timely basis
  3. Oversee what links are added to the page.

Conference Registration and Displayers

Chairperson: Judy Engelhaupt - registration 402-775-2562

Purpose: To work with the motel and local visitors group to provide necessary registration packets. To solicit displayers and work with the motel on trade show space.


Duties:

  1. Register and greet all conference attendees (work with motel or chamber to aid with name tags)
  2. Provide new superintendents and board members with special name tags
  3. See that displayer registration and accommodations are taken care of
  4. Provide list of displayer to conference coordinator in order to assure a spot on the agenda.
    (In case of to many displayers, agenda space will be awarded by postmarked date of registration)

Banquet

Chairperson / Conference Coordinator: Bruce Rumsey 402-762-3652

Purpose: To oversee all conference activities. All other conference committees should report their progress to this committee.


Duties:

  1. Arrange for social hour before the banquet
  2. Arrange for entertainment after the banquet
  3. Purchase prizes to be given away at banquet and business meeting
  4. Select toastmaster, person for invocation, speaker for banquet, and person to present awards

Awards

Purpose: Coordinate the awards process, including: soliciting nominations, selecting the recipients, purchase the plaques, recognize years of service, have them presented at the banquet.


Duties:

  1. Select outstanding superintendent in each region, outstanding rookie of the year and superintendent of the year for the state.
    (develop criteria for these awards)
  2. Purchase appropriate plaques and certificates
  3. Provide wording to be used at the awards banquet

Necrology

Purpose: To insure that appropriate sympathy is given to all county weed superintendents and weed control board members.


Duties:

  1. Send appropriate sympathy cards and / or flowers to family.
  2. Report for NWCA newsletter (quarterly)
  3. Report to general membership at the annual banquet

Motel Selection

Purpose: Determine which motel in the city selected is to host the conference


Duties:

  1. Meet with motels and determine which one will best benefit the members

Audit

Purpose: To insure that all financial and association records are kept in accordance with the bylaws of the association and that all records are current and correct.


Duties:

  1. Prior to the annual business meeting, the audit committee shall audit the Nebraska Weed Control Association and the NWCA Conference funds.
  2. Report findings to the general membership at the annual business meeting.

Nominations

Purpose: To secure nominations with accompanying biographies for the vacating offices of Secretary/Treasurer, Vice President or Director At Large.


Duties:

  1. Determine the eligibility and qualifications of the candidates for office
  2. Contact respective county boards for support of nominee
  3. Nominate candidates for office
  4. Ask for nominations from the floor (3) times
  5. Vote by secret ballot
  6. Announce the winners as soon as possible

Resolutions

Purpose: To make sure all resolution procedures are followed according to the bylaws and brought to the membership at the proper time for a vote.


Duties:

  1. Review all resolutions and present them at the annual meeting
  2. Check with region directors for new resolutions or concerns
  3. Resolutions that effect the constitution must be mailed to the general membership at least 10 days prior to the meeting where action is to be taken.

Control Plan

Purpose: Develop the Annual Control Plan as needed (possibly every 3 years)


Duties:

  1. Each representative should solicit comments and concerns from his or her respective region, to develop the control plan.

  2. Plan shall be approved by the Nebraska Dept. of Ag., and the NWCA Education Committee.
  3. Plan shall include information to meet the requirements of the Noxious Weed Control Act

Watch List

Purpose: To develop education and awareness of weeds that are noxious in surrounding states, or have the potential for
becoming widespread and invasive in our state. Each NWCA Region shall have one member on the committee, so that representation will be statewide.


Duties:

  1. Create a designation process
  2. Create categories for weeds
  3. Create a risk assessment for weeds
  4. Have a representative to make recommendations to the Nebraska Noxious Weed Advisory Committee
  5. Develop an Early Detection / Rapid Response (EDRR) mechanism
